Jacquelyn (“Jackie”) Lopez is a partner in ELG’s political law practice group. She focuses her practice on the laws governing federal candidates and officeholders, political party committees and voting rights.

Jackie is one of the nation’s leading federal political lawyers and serves as outside counsel to the Democratic Senatorial Campaign Committee. Over her career, she has earned the trust of candidates and incumbent U.S. Senators across the country, providing counsel to over forty U.S. Senate campaigns and multiple presidential campaigns. She helps her clients successfully navigate the increasingly complex web of federal, state and local laws in a way that allows each client to best achieve their individual objectives and maximize their impact. Jackie specializes in helping clients harness the latest data and communication technologies to unlock groundbreaking avenues for fundraising and voter contact, all the while protecting the security of their data and complying with the law. Jackie is an expert in federal campaign finance, ethics law, media law and telecommunications law.

Jackie is among the nation’s most experienced and effective advocates in matters before the Federal Election Commission. She has succeeded in obtaining favorable advisory opinions from the Federal Election Commission on behalf of a wide variety of clients including Hillary for America, the Democratic Senatorial Campaign Committee, Democratic Congressional Campaign Committee, the Wisconsin Democratic Party, and campaigns for U.S. Senators Maggie Hassan, Patty Murray, and Michael Bennet. She has also represented clients before the U.S. House of Representatives Committee on Ethics and the U.S. Senate Select Committee on Ethics.

Jackie began her political career as a voter protection lawyer, a passion that has stayed with her over the years. She counsels candidates, party committees and other political organizations on voting rules in states across the country, and inventive strategies to expand and protect the right to vote through advocacy, regulatory action and litigation. Jackie is also one of the nation’s experts on how to run a successful absentee and provisional ballot cure program.

She has experienced firsthand, as counsel for the two largest statewide recounts in United States history, how disenfranchisement occurs – where the voting process tends to break down and fail to live up to our democratic ideals. Jackie helped lead the 2018 recount team for Senator Bill Nelson, the 2020 Georgia recount team for President Joe Biden and the 2021 post-election team for Senators Warnock and Ossoff. Jackie also served as voter protection counsel to Senator Warnock in 2020 and 2022.

She is a graduate of Harvard Law School and Duke University. She is based out of ELG’s Washington, D.C. office.
