Jacob Shelly is a counsel in the Litigation practice group, where he works on high-stakes voting rights, redistricting, and other election law matters. His practice encompasses all aspects of state and federal litigation, from pre-trial motions through appeals to the U.S. Supreme Court. 

Jacob previously worked as a litigation associate in the political law group at Perkins Coie, where he successfully defended the 2020 presidential election results against challenges in Pennsylvania and Georgia. Prior to that, he served as a legislative attorney for the Congressional Research Service, where he advised members of Congress and their staff on issues of constitutional law and election law. He has also spent time with the White House Counsel’s Office, Senate Judiciary Committee, and ACLU Voting Rights Project. 

Jacob earned his J.D. from Stanford Law School and served as the technical managing editor of the Stanford Law Review. He also earned a master’s degree in public policy from Harvard University’s John F. Kennedy School of Government.  

He has clerked for the Hon. Leondra Kruger of the Supreme Court of California, the Hon. Stanley Marcus of the U.S. Court of Appeals for the Eleventh Circuit, and the Hon. Barbara Rothstein of the U.S. District Court for the District of Columbia. 

Jacob is based out of ELG’s Washington, D.C. office.
