Elisabeth “Lis” Frost chairs ELG’s Litigation practice and has spent her career fighting to protect and defend voting rights in American elections. She has extensive experience litigating high-stakes cases involving redistricting, voting rights, ballot access, candidate qualification, campaign finance, defamation, and other First Amendment speech and association issues that often arise in connection with elections and politics. Lis is a shrewd strategist and powerful oral advocate, and regularly appears in courts across the country, from the trial court level through the courts of appeals and state supreme courts. She was recognized as a Super Lawyer in 2026.
Among other representative matters:
- Lis has been involved in several matters that have reached the U.S. Supreme Court, including four redistricting cases decided in her clients’ favor. Most recently, she litigated Watson v. Republican National Committee, a 2026 decision that preserved ballot grace periods relied on by millions of voters.
- Lis secured a win before the Kansas Supreme Court, which held that a state law that would have threatened the essential voter education and assistance activities of civil rights organizations, essential to safeguarding the right to vote in Kansas, was unconstitutionally vague.
- Lis secured a historic victory in League of Women Voters of Florida v. Lee, in which a federal court found that the Florida secretary of state’s attempt to ban early voting sites on college campuses violated the 26th Amendment — along with the First and 14th Amendments — leading to a court order barring enforcement and, ultimately, a statewide policy change opening campus early voting sites to student voters.
- In 2020, Lis helped safeguard voting rights for millions of Americans navigating an unprecedented pandemic election. When Donald Trump and his allies filed more than 60 lawsuits attempting to overturn the election results, Lis fought back, serving as “air traffic control” for the Democrats’ successful nationwide legal response.
Outside the courtroom, Lis is known for making complicated election law accessible to clients, colleagues, and the public alike. As a nationally recognized voice on voting rights and election litigation, Lis has appeared on MS NOW and been quoted by the New York Times, Wall Street Journal, Reuters, Bloomberg, CNN, HuffPost, CQ Roll Call, and others. Lis frequently speaks about voting issues and delivered a convocation at Carleton College in 2024.
Lis is a graduate of the University of Washington School of Law, where she served as Editor-in-Chief of the Washington Law Review, and of Carleton College. She clerked for the Hon. Margaret B. Seymour of the U.S. District Court for the District of South Carolina and the Hon. John C. Coughenour of the U.S. District Court for the Western District of Washington.
